Cop Sentenced To 30 Years For On-Duty Rape
LOS ANGELES-A former deputy with the Los Angeles County Sheriff's Department was sentenced Monday to 360 months in federal prison for raping a woman, forcing another woman to perform oral sex, and fondling a third woman's breasts, all while on duty.Gabriel Gonzalez, 38, of Chino Hills, was sentenced this by U.S. District Judge Christina A. Snyder. During the sentencing hearing, Judge Snyder heard from two of the victims who said the assaults had had a devastating impact on their lives. "I feel as if I am carrying a heavy weight that my rapist has forced me to carry my whole life," one woman told the court.Gozalez was convicted of three civil rights offenses on Feb. 27 following a two-week jury trial. The evidence at trial showed that Gonzalez pulled over one woman for an alleged traffic violation, drove her to a secluded location, and raped her. Gonzalez stopped another woman for jaywalking, drove her to an alley and forced her to perform oral sex. Gonzalez stopped a third woman for an alleged traffic violation and fondled her breasts under the pretense of searching her for drugs.Gonzalez was an eight-year veteran of the Sheriff's Department when he was suspended in August 2004. He quit the department earlier this year after being informed by the department that he was going to be terminated. 8-07-06

MEDIA, Pa. -- Jurors in suburban Philadelphia have convicted a local police officer of raping a woman after he came to her apartment on a domestic-dispute call.
In Media, Pa., Glenolden policeman Christopher Scaggs, 29, was found guilty on counts of rape, involuntary deviant sexual intercourse, sexual assault and official oppression.
Scaggs was found not guilty on a second count of rape and a second count of sexual assault.
Prosecutors had claimed Scaggs used his position as a police officer to take advantage of the woman nearly two years ago. Scaggs now faces a mandatory minimum of at least five years in prison.
Scaggs was accused of responding to a domestic disturbance on June 5, 2000. When other officers left the scene, Scaggs allegedly attacked the 30-year-old woman in her own home.
The victim called 911, and then hung up. But because all 911 calls are traced, an officer was asked to respond. Prosecutors said the responding officer was Scaggs, and they claimed that he raped her again.
Scaggs was found not guilty of rape after he responded to the 911 call, but guilty of rape after he responded to the initial domestic disturbance call.
In a Delaware County courtroom in Media, Pa., prosecutors made the case that Scaggs had the time and the opportunity to rape a woman -- twice in the same day.
In later testimony, Scaggs' defense attorneys attempted to prove the two never had sex.
The policeman told a starkly different story than jurors had heard from the alleged victim. In his version, he was not the aggressor, she was.
Scaggs said he left without having sex with the woman.
Later, he was sent back to her apartment. Scaggs said he was there just three minutes, not enough time to rape her as he stands accused.

Cop Gets 440 Years for Rapes
Prosecutors: He used police computer to research rape victims before attacks

A former police sergeant convicted of raping four women was sentenced to 440 years in prison Tuesday.
Jeff Pelo, formerly with the Bloomington police, slouched forward in his chair but otherwise didn't react as Judge Robert Freitag issued the sentence. Two victims and their families clapped in the McLean County courtroom.
Jurors deliberated for parts of three days in June before convicting the 17-year police veteran of 35 counts, including 25 counts of aggravated sexual assault.
Prosecutors used dozens of witnesses and evidence found in Pelo's home to portray him as a man obsessed with violent pornography who paradoxically wanted his victims to like him. They said his police computer login was used to research rape victims before the attacks, which occurred between 2002 and 2005.
Defense attorney Michael Rosenblat countered that the defense lacked any physical evidence incriminating Pelo. He filed a motion last month asking for a new trial, but Freitag denied it Tuesday.
Pelo has been jailed since his June 2006 arrest outside a woman's home. Another Bloomington officer spotted Pelo outside the home late on June 11, 2006, after the woman reported a prowler.
Pelo claimed he was shopping for a home for his mother-in-law. His wife backed up that claim, saying her husband often kept strange hours after working night shifts for years.
Pelo initially faced burglary and stalking charges, but over the next month three of the four rape victims identified him from photos as their attacker. Two of them also identified his voice as that of the man who raped them.

MOORESTOWN (CBS 3) ― More charges have been filed against a Burlington County police officer who was recently charged with sexually assaulting three girls.Authorities announced Moorestown Officer Robert Melia Jr., 38, has been charged with four counts of animal cruelty after allegedly engaging in sex acts with cows between June and December of 2006.Melia and his former girlfriend, Heather Lewis were previously charged with three counts of aggravated sexual assault and one count of criminal sexual contact with three girls in his Pemberton home from 2003 until 2006.Melia is being held on $510,000 bail.

RAPIST policeman Ian Tolmaer wore his uniform to prey on his teenage victim, her family said today (Tuesday, January 20). And the woman who suffered a brutal sex attack at the hands of the heavily-built 36-year-old said: "He has ruined my life." Tolmaer (pictured) yesterday pleaded guilty to raping the 18-year-old at his home where he also made a video and took pictures of her after the attack. Preston crown court heard she was almost unconscious when the film was made at the house in Prescot. On the night of the attack, the victim had been out with her boyfriend in Liverpool city centre. Her family say Tolmaer pretended to give her medical help when she fell ill. Her father said: "He came over and she thought he was helping and that he was a policeman. She then had no idea what was going on. "He forced her to go back to the house. "She was not well and he pretended that he was working as a policeman on duty that night and that he would look after her. "This has devastated the whole family. She is having to live what he did and he should never be free." Yesterday Judge Mr Justice Mackay said the victim had been "put in the hands" of Tolmaer in the early hours of Sunday, April 20, last year. He then raped her at his home soon after. When detectives investigated what was stored on Tolmaer's computer they found pictures of the victim. They had been taken on a digital camera and kept on the hard drive. Photos of other women who were either unconscious or sleeping were also found, and the court heard they were downloaded from websites. An internet trail on Tolmaer's PC showed he had visited sites with details of date rape drugs. His defence counsel Anthony Eyers said: "It does appear that this is a man who has an interest in date rape drugs. "But it is the case that this was a probationary police officer who investigates all sorts of crime." After the court heard details of what was on the video Mr Justice Mackay said it had to be determined if the victim was drugged. He said a hearing would take place in the next month when expert medical evidence will be given to settle the issue. A date has yet to be set. Tolmaer, who spoke only to confirm his personal details and enter the guilty plea, was remanded in custody after his counsel made no application for bail. He is expected to be sentenced at the hearing when the drug issue will be looked at. The Echo would like to point out that Tolmaer no longer lives in Scotchbarn Lane, Prescot.

TYLER - A civil lawsuit has been filed Thursday in Tyler federal court by six Cherokee County women accusing former Jacksonville Police Officer Larry Pugh of sexually assaulting them while on duty.Former Jacksonville Police Chief Mark Johnson and the city of Jacksonville are also named as defendants in the case.The new suit, the third filed against Pugh in the past year, brings the total number of sexual assault allegations against the former officer to eight. In September 2006, Pugh admitted to forcing two women to have sex with him while on duty, and to retaliating against one of these women when she began cooperating with the authorities. The retaliation charge was added after Pugh supposedly placed his belt around the victim’s neck and attempted to drag her to his van, before his belt snapped and she escaped.Pugh accepted a plea deal that ensures he won’t spend more than 12 years in prison. He is still awaiting sentencing for these three charges. The six complainants, five of whom claim to have been assaulted repeatedly by Pugh, allege that he would use arrest warrants to threaten them into having sex with him, and that he always appeared in uniform. The lawsuit alleges that the city and the JPD were negligent in allowing Pugh’s misconduct to occur and continue. Pugh was suspended from active duty in October, 2005.Jacksonville City Attorney Joe Angle would not comment on the newest suit, as it has yet to be served to the city.
