Cop Sentenced To 30 Years For On-Duty Rape
LOS ANGELES-A former deputy with the Los Angeles County Sheriff's Department was sentenced Monday to 360 months in federal prison for raping a woman, forcing another woman to perform oral sex, and fondling a third woman's breasts, all while on duty.Gabriel Gonzalez, 38, of Chino Hills, was sentenced this by U.S. District Judge Christina A. "I feel as if I am carrying a heavy weight that my rapist has forced me to carry my whole life," one woman told the court.Gozalez was convicted of three civil rights offenses on Feb. 27 following a two-week jury trial. The evidence at trial showed that Gonzalez pulled over one woman for an alleged traffic violation, drove her to a secluded location, and raped her. Gonzalez stopped another woman for jaywalking, drove her to an alley and forced her to perform oral sex. Gonzalez stopped a third woman for an alleged traffic violation and fondled her breasts under the pretense of searching her for drugs.Gonzalez was an eight-year veteran of the Sheriff's Department when he was suspended in August 2004. He quit the department earlier this year after being informed by the department that he was going to be terminated. 8-07-06

Woman Calls 911, Is Raped By Responding Officer (Philadelphia, 2002)
Officer Responds To Call, Rapes Woman
Attack Happened On Domestic Dispute Call
UPDATED: 7:20 p.m. EST March 15, 2002
MEDIA, Pa. -- Jurors in suburban Philadelphia have convicted a local police officer of raping a woman after he came to her apartment on a domestic-dispute call.
In Media, Pa., Glenolden policeman Christopher Scaggs, 29, was found guilty on counts of rape, involuntary deviant sexual intercourse, sexual assault and official oppression.
Scaggs was found not guilty on a second count of rape and a second count of sexual assault.
Prosecutors had claimed Scaggs used his position as a police officer to take advantage of the woman nearly two years ago. Scaggs now faces a mandatory minimum of at least five years in prison.
Scaggs was accused of responding to a domestic disturbance on June 5, 2000. When other officers left the scene, Scaggs allegedly attacked the 30-year-old woman in her own home.
The victim called 911, and then hung up. But because all 911 calls are traced, an officer was asked to respond. Prosecutors said the responding officer was Scaggs, and they claimed that he raped her again.
Scaggs was found not guilty of rape after he responded to the 911 call, but guilty of rape after he responded to the initial domestic disturbance call.
In a Delaware County courtroom in Media, Pa., prosecutors made the case that Scaggs had the time and the opportunity to rape a woman -- twice in the same day.
In later testimony, Scaggs' defense attorneys attempted to prove the two never had sex.
The policeman told a starkly different story than jurors had heard from the alleged victim. In his version, he was not the aggressor, she was.
Scaggs said he left without having sex with the woman.
Later, he was sent back to her apartment. Scaggs said he was there just three minutes, not enough time to rape her as he stands accused.

Rapist Cop Researched Victims on Police Computers (Illinois, 2008)
Cop Gets 440 Years for Rapes
Prosecutors: He used police computer to research rape victims before attacks
By DAVID MERCER Associated Press WriterBLOOMINGTON, Ill. August 12, 2008 (AP)
The Associated Press
A former police sergeant convicted of raping four women was sentenced to 440 years in prison Tuesday.
Jeff Pelo, formerly with the Bloomington police, slouched forward in his chair but otherwise didn't react as Judge Robert Freitag issued the sentence. Two victims and their families clapped in the McLean County courtroom.
Jurors deliberated for parts of three days in June before convicting the 17-year police veteran of 35 counts, including 25 counts of aggravated sexual assault.
Prosecutors used dozens of witnesses and evidence found in Pelo's home to portray him as a man obsessed with violent pornography who paradoxically wanted his victims to like him. They said his police computer login was used to research rape victims before the attacks, which occurred between 2002 and 2005.
Defense attorney Michael Rosenblat countered that the defense lacked any physical evidence incriminating Pelo. He filed a motion last month asking for a new trial, but Freitag denied it Tuesday.
Pelo has been jailed since his June 2006 arrest outside a woman's home. Another Bloomington officer spotted Pelo outside the home late on June 11, 2006, after the woman reported a prowler.
Pelo claimed he was shopping for a home for his mother-in-law. His wife backed up that claim, saying her husband often kept strange hours after working night shifts for years.
Pelo initially faced burglary and stalking charges, but over the next month three of the four rape victims identified him from photos as their attacker. Two of them also identified his voice as that of the man who raped them.

Rapist Cop Took Photos (England, 2004)
Rapist cop ruined my life
Jan 20 2004
by Matt Slater, Liverpool Echo
RAPIST policeman Ian Tolmaer wore his uniform to prey on his teenage victim, her family said today (Tuesday, January 20). And the woman who suffered a brutal sex attack at the hands of the heavily-built 36-year-old said: "He has ruined my life." Tolmaer (pictured) yesterday pleaded guilty to raping the 18-year-old at his home where he also made a video and took pictures of her after the attack. Preston crown court heard she was almost unconscious when the film was made at the house in Prescot. On the night of the attack, the victim had been out with her boyfriend in Liverpool city centre. Her family say Tolmaer pretended to give her medical help when she fell ill. Her father said: "He came over and she thought he was helping and that he was a policeman. She then had no idea what was going on. "He forced her to go back to the house. "She was not well and he pretended that he was working as a policeman on duty that night and that he would look after her. "This has devastated the whole family. She is having to live what he did and he should never be free." Yesterday Judge Mr Justice Mackay said the victim had been "put in the hands" of Tolmaer in the early hours of Sunday, April 20, last year. He then raped her at his home soon after. When detectives investigated what was stored on Tolmaer's computer they found pictures of the victim. They had been taken on a digital camera and kept on the hard drive. Photos of other women who were either unconscious or sleeping were also found, and the court heard they were downloaded from websites. An internet trail on Tolmaer's PC showed he had visited sites with details of date rape drugs. His defence counsel Anthony Eyers said: "It does appear that this is a man who has an interest in date rape drugs. "But it is the case that this was a probationary police officer who investigates all sorts of crime." After the court heard details of what was on the video Mr Justice Mackay said it had to be determined if the victim was drugged. He said a hearing would take place in the next month when expert medical evidence will be given to settle the issue. A date has yet to be set. Tolmaer, who spoke only to confirm his personal details and enter the guilty plea, was remanded in custody after his counsel made no application for bail. He is expected to be sentenced at the hearing when the drug issue will be looked at. The Echo would like to point out that Tolmaer no longer lives in Scotchbarn Lane, Prescot.

Rapist Cop Serves Warrants (Florida, 2007)
More charges against Pugh
By Kelly Youngcountybeat@jasonvilleprogress.com
TYLER - A civil lawsuit has been filed Thursday in Tyler federal court by six Cherokee County women accusing former Jacksonville Police Officer Larry Pugh of sexually assaulting them while on duty.Former Jacksonville Police Chief Mark Johnson and the city of Jacksonville are also named as defendants in the case. The new suit, the third filed against Pugh in the past year, brings the total number of sexual assault allegations against the former officer to eight. In September 2006, Pugh admitted to forcing two women to have sex with him while on duty, and to retaliating against one of these women when she began cooperating with the authorities. The retaliation charge was added after Pugh supposedly placed his belt around the victim’s neck and attempted to drag her to his van, before his belt snapped and she escaped.Pugh accepted a plea deal that ensures he won’t spend more than 12 years in prison. He is still awaiting sentencing for these three charges. The six complainants, five of whom claim to have been assaulted repeatedly by Pugh, allege that he would use arrest warrants to threaten them into having sex with him, and that he always appeared in uniform. The lawsuit alleges that the city and the JPD were negligent in allowing Pugh’s misconduct to occur and continue. Pugh was suspended from active duty in October, 2005.Jacksonville City Attorney Joe Angle would not comment on the newest suit, as it has yet to be served to the city.

Veteran Cop Arrested as Serial Rapist in Cases He Investigated
July 15, 2006 06:04 PM EST
by Jim Kouri - BLOOMINGTON, ILLINOIS -- A 17-year veteran cop was arrested and charged Friday in a string of rapes that he helped investigate as the sergeant in charge.
Sergeant Jeffery Pelo, 41, of the Bloomington, IL Police Department was arrested and charged with four rapes dating back to 2002. In addition, He was charged with two counts of home invasion as well as burglary charges. The prosecutor's office characterized Sergent Pelo as a one-man crime spree. Pelo's capture came two days after he was charged with stalking a local woman and Associate Judge Rebecca Foley ordered him remanded on $2 million bail. In all of the rape incidents, the victim awoke to a strange man in their home. Two rape victims positively identified Pelo out of a photo line-up. Pelo headed the investigative team which arrived at the conclusion that all four cases were very similar and that one man was probably responsible for all of them. Investigators found a mask, a pry bar and other items that they believe were used in at least one case, but other rape victims described their attacker as wielding a gun or a knife Pelo's attorney Steve Skelton said at a press conference, "I don't think there's any believable reason he could be charged. But I don't think under the circumstances that there's any likelihood of a conviction in this case because I'm firmly convinced today, as I was several weeks ago, of the innocence of my client." Co-workers, friends and neighbors characterized Pelo as a decorated officer, a good friend and a considerate neighbor. His community was shocked over the revelation that a top cop turned out to be the serial rapist they feared. One officer, who requested anonymity, said that Pelo's fellow officers and commanders were shocked as the evidence mounted that he was their suspect."We followed the evidence to [whomever] it led us," he said.

PERVERT COP GETS 4 YEARS
By STEFANIE COHEN
December 18, 2007
A perv cop convicted of sexually assaulting two women while in uniform was sentenced to four years in prison yesterday, with a judge saying that he used "the power of his office to obtain sexual gratification."
Fernand Clerge, 40, had faced up to seven years behind bars for his crimes, which included unwanted sexual advances against two women on two separate occasions while armed and in uniform.
One of his victims, a 37-year-old waitress, testified at trial that Clerge and his partner followed her home after a routine traffic stop and tried to force her to perform oral sex on him.
Clerge was convicted on Sept. 17 of sexual abuse and official misconduct. One of the misconduct charges stemmed from a sexually invasive search he performed on a 21-year-old woman while responding to a noise complaint.

Investigators Say Cop Arrested Is A Serial Rapist
Officer May Be Charged With More Rape Counts
by Brian Andrews MIAMI BEACH (CBS4) ― A Miami cop who stands accused of committing three rapes is now being called a serial rapist by the state attorney's office, and he may have more charges coming to him.Investigators have released a surveillance video shot March 19th, which allegedly shows Michael Ragusa cruising in his City of Miami Police car, hours after his shift in the Miami Beach area, harassing a woman on the street. This is time that investigators say he would spend to scout potential victims, both male and female. However, police want the public to look at a man who appears to be using a nearby ATM on the tape because they want to talk to him. They think he might have seen something that might help them in their case against Ragusa.Ragusa is in jail and on unpaid suspension as he awaits trial on rape charges involving women he would allegedly pick up, using his police cruiser in the area of 75th Street and Collins Avenue in Miami Beach."We have a serial rapist who uses his badge, who uses everything associated with law enforcement to victimize his victims even further, makes them more vulnerable because he is a police officer," said State Attorney Katherine Fernandez-Rundle.Investigators say the fact that Ragusa held 39 different jobs and had to apply to seven different police departments before being hired by Miami might have been a red flag.More victims are expected to come forward, and more charges are expected to be filed against Ragusa next week.

Pervert Cop (Australia, 2003)
'Perverted' cop jailed for conning Christians
October 6, 2003 - 11:42AM
A "devious and perverted" Queensland police officer who conned a group of Christians into bizarre sexual practices has been jailed for five years.
James Arthur Marriner, 43, had pleaded not guilty to 16 charges including assault and indecent assault, but was convicted on 14 counts by a Brisbane District Court jury last Friday.
Marriner was found guilty of four counts of false pretences, three of assault causing bodily harm, one of misappropriation, one of indecent assault, three of aggravated indecent assault, one of attempted extortion, and one of fraud between 1983 until 2001.
Marriner, who was a sergeant based at Ipswich in Queensland's south-east, became involved with members of the Christian Brethren, a conservative religious group with strict rules, including prohibitions on watching films and television.
The court was told Marriner had convinced the group they had to cut off their pubic hair, and take photos of themselves naked on the pretext such actions were mandatory before becoming police informants.
The officer had told the group they would become operatives in an undercover investigation to smash a paedophile ring.
Judge Manus Boyce described Marriner as devious, cunning and manipulative.
"There is overwhelming evidence that you are a very devious pervert," he said.
"Over 18 years you have shown great cunning in manipulating people."
Judge Boyce said the victims had led sheltered lives and were unworldly and vulnerable.
Marriner's recruiting procedures also involved taking samples of blood and urine and canvassing victims sex lives through detailed questionnaires.
After one woman sustained a needle stick injury, Marriner told her she had contracted a sexually transmitted disease and needed tests which required her to masturbate and provide a vaginal swab.
The court was told Marriner had videoed the procedure, saying it had to be shown to the hierarchy at police headquarters.
At one stage he tried to blackmail a young couple, aged 15 and 20, by tricking them into signing a false confession that they were having underage sex and threatening to involve the Family Services Department if they did not hand over $5,000.
Marriner had been suspended from the police force after he was charged, pending the outcome of the trial.
He was jailed for five years with no recommendation for early parole.
